Its also fairly compatible (with my mod list at least) because of this.

And the mods scope is alot bigger, questlines are on there way and already new books and other items exist in the game. Compatibility isn't too bad for holds either really, there are patches for JKs cities lite, legacy of the dragon and interesting npcs so that's good enough for me. So you walk through an archway amd suddenly the game starts loading the next are rather than having a door or something. Essentially Galandil has implemented these invisible doors between some of these new areas (solitude docks and two separate parts of Dawnstar).
Something that I don't like about holds is the way it handles some new world spaces. Solitude, Whiterun, Riften and Windhelm all get nice expansions to make them feel like real cities for once but lack the custom architecture, which sometimes makes the additions feel a little out of place (something I find in any mod that just repeats vanilla architecture, which ETAC also does). New interiors that feel really immersive and detailed add new life to Dawnstar, Falkreath and Winterhold.
The best thing about holds compared with ETAC or any other city/towm overhaul for that matter is custom architecture. I'm a huge fan of holds in general, though it definitely is lacking polish in some areas.
